Yes a fake owl will work! If you can find one with a bobbing head even better because it’s more realistic. This method has been used on boats for decades.
A couple of those fake rubber snakes that kids play with will do the trick. My daughter sat one on the outdoor table & it went well till the new pup chewed it up!

There is a simple solution to it.
Just put a thin fishnet all around it and hook both ends so that the birds cannot enter. it worked for me ,So it should for you too.

The best way is to install a fake owl statue on top of the pergola near their perching spot. You can get them at any home and garden center. It’s an age old deterrent like the scarecrow. Another one is a big pinwheel that whirls in the breeze.
A fake owl works best!
